I don't remember ever saying that but if I ever make one it will be as an optional file or separate mod to maintain compatibility with already existing Suite mods.
I'm having the same issue! I saw a post from myjesticnoob, which was responded to Nehred by asking to install a file (YesManFix) however, this didn't work for me sadly :(
Install the version of the mod the comes before the current, then the yes man patch/fix, ask to open the casino then update the mod, u will still be unable to talk to him about the casino/change controlling faction, but it will be opened
Edit : I've test it out. Nothing out of ordinary. It's Good! I install it halfthrough just before I went to kill Mr' House after coming back from upgrading the securitron at the Legion Fort. It just that the casino lighting is kinda dark, too dim. It was bright before I went to the Legion Fort but now it is too dim after I open the casino after 3 days. I don't what's wrong.
If it doesn't look like the screenshots then there's something on your end affecting it.
If it does look like the screenshots, the casino is intentionally dark (but not too much, see Lights Off picture) before power is sent to the Lucky 38 during the main quest. The Penthouse and Lounge are unaffected.
Yes. I've checked it and it seems like it was the Nevada Skies that can influence the interior brightness since Nevada Skies have many weathers themes. I just changed the weather theme and the casino at night look a little brighter now. Just as you said, your mod was intended to make the casino a little darker. I also checked every light that are on and your mod does not have a problem with it. The light bulb work as intended. Apology. Your mod is a great game changer. Thanks!
The condition for allowing the casino to be playable in the NCR ending would be that I make the assets first.
In the NCR ending the NCR takes control of the Lucky 38, it becomes a fully functionning casino like the mod already does except you don't earn anything from it, you can just go there as a customer.
So glad there's a more up-to-date mod for opening the Lucky 38, thank you for this! Though I have to say one nitpick I have with this mod is that I'm really not a fan of the lighting changes, I understand they are partly for performance, but I much prefer the atmosphere of the vanilla lighting, but especially Atmospheric Lighting Tweaks, I really wish there was a patch for that.
You need to be further ahead in the main storyline, at early stages after defeating Mr. House that dialogue will repeat until you have visited the Fort Bunker and upgraded the securitrons.
A question about "The Moon Comes Over the Tower" quest and this mod's changes. Description says the quest will fail if not completed when the Lucky 38 is open. Is it only possible to complete the quest if House is alive, and the Lucky 38 is open (i.e., with the optional Mr. House setting)?

I think I saw a comment with the same issue (about FPGE compatibility), but there wasn't a clear fix for it.
Though, Lucky 38 has cleaned up and looks lovely!
