At first it was a joke, then the joke ended up being the first New Vegas mod I made.
So, I figured I'd share my cursed creation!
Now, anyone who says "degenerate(s)" will say it in the style of Todd Howard at E3
Requirements
Base Game
Honest Hearts
How to Use
NMM/Vortex/MO2: Download and install as usual
Manual: Download and put the "Sound" folder into your Fallout New Vegas > Data folder
In both instances, be sure to do Archive Invalidation! (And organize with LOOT)
Conflicts
Presumably any mod that changes the "degenerate" related voice lines I have listed in the Read Me.
