It has a weight of 3 and a value of 1000, which is based on its stats in the original Fallout. It reduces Perception by 3, but increases Charisma and Intelligence by 1 (represents the device making headaches go away, but preventing "psychic" abilities). It also increases Energy Resistance by 15, because in FO1, it blocks telepathic attacks.
The model looks a little funny because it wasn't meant to be worn by adult characters. Maybe I'll end up making a new model for it at some point but for now it is what it is.
