History
The Winchester Model 70 was introduced in 1936 as a refinement of the earlier Winchester Model 54 introduced in 1919. The Model 54 was itself based on the action of the German Gewehr 98 designed by Paul Mauser in 1898. All 3 rifles share the same basic action and feed system. The rifle feeds from an internal magazine which is reloaded manually or by using stripper clips. The bolt is a simple two-lug system with a third safety lug which went on to be the basis for several other popular bolt-action rifle designs in the 20th century. The Gewehr 98 action is considered to be one of the strongest and safest rifle actions ever designed due to its rigid simplicity and the incorporation of safety features such as the third lug and the gas vent hole at the rear of the chamber. A unique feature of the Gewehr 98 is the "controlled feed" style extractor, which grips the case rim as soon as it leaves the magazine to ensure smooth feeding and extraction no matter the conditions. The Winchester Model 70 was made with this feature from 1936 to 1964, and again from 1992 until today. The Model 70 has undergone many design changes over the last 85 years, the most significant of which was in 1964 when many features were simplified to reduce production costs to compete with the cheaper Remington 700.

The Model 70 was, and still is, offered in a wide variety of chamberings. In 1958, Winchester introduced 3 new standard length magnum rifle cartridges for the Model 70, all based on the .375 Holland and Holland Magnum case: .264 Win Mag, .338 Win Mag, and .458 Win Mag. The new cartridges proved to be very popular, and in 1963, they introduced the .300 Win Mag to the lineup. The rifle in this mod is chambered in .264 Win Mag, which is known as a very flat-shooting underbore magnum cartridge with exceptional retention of power at long range. However, it suffers from excessive throat erosion with full power magnum loads due to the high volume of high-pressure gas being shoved through the small 6.5mm bore. The advent of very slow, cool-burning magnum rifle powders and advancements in metallurgy and rifling design have alleviated these problems.

The Winchester Model 70 is famous for its use by the legendary Carlos Norman Hathcock, a sniper with the US Marine Corps who recorded 93 confirmed kills over the course of the Vietnam War. Hathcock used a Model 70 in .30-06 fitted with a distinctive Unertl Optics 8x target scope and a heavy target barrel, the standard issue sniper rifle in the USMC at the time, of which the rifle in this mod is a direct aesthetic copy. Hathcock reportedly killed the notorious Vietcong sniper "Cobra" by shooting him through his own rifle scope. He was also known for undertaking stealth missions, one of which involved crawling over a mile into enemy territory over the span of 3 days to kill an NVA general with a single 700-yard shot, narrowly avoiding detection the entire time.

Stats
The in-game shooting mechanics of this rifle are designed around precision and places emphasis on handloading and ammo choice for the appropriate target, much like the real-world use of .264 Winchester Magnum. There are 6 different loadings available, 5 of which must be learned by picking up load data from Boone's house.

The gun is balanced to do more damage than the vanilla hunting rifle due to the more powerful ammo type, but ammunition is very expensive and hard to find and must be handloaded. It also has a slightly higher critical chance than the hunting rifle, and the standard ammo type has innate armor penetration.

The ammo types add special abilities such as higher armor penetration in exchange for lower damage and higher degradation, more accuracy and less degradation for less power, and more damage for lower armor penetration. The most unique among the ammo types is the varmint grenade, which has its own projectile and script effects so it leaves vapor trails as it flies through the air, turns weak enemies into red mist, and has a slight chance to instantly kill enemies regardless of damage based on your luck and guns skill.

  • Base damage: 66
  • Base DPS: 62
  • Base critical damage: 2.33x
  • Critical chance multiplier: 2.25x
  • Magazine capacity: 3
  • Base range: 4096
  • Base spread: 0.005
  • Base weight: 8 lbs
  • Base value: 3250 caps
  • Repair type: Hunting Rifle

Location
The gun and its mods are sold by Cliff Briscoe, the NCR merchant at the 188 Trading Post, and the Gun Runners, and can be acquired for free from the NCR Ranger Safehouse if you are reputable with the NCR. There is also one in Boone's room in Novac along with some ammo and the load data required to handload the rare ammo types. The gun is added into the leveled lists and will occasionally spawn on NCR veteran rangers.
