Some old perks and traits tweaks I'm using. I tried to balance all the things, making better and enjoyable perks while reducing effects of vanilla OP perks.

Description :
A simple mod balancing Perks and Traits of the game. I tried to make some unnecessary Perks more interesting while reducing the impact of others that were way too strong. I don't know if I succeeded but I think to pause this mod and to avoid losing it in the meanders of my computer, I suggest it to you here. It's an old mod that I just change to use more advance function thanks to JIP and to follow last YUP changes. Some perks remain "niche" things, but I feel it's better like that. Come with a JSUE compatibility patch.

Meaning:
white description = original effect of the game
yellow details = mod's changes and tweaks
green = tweaks and changes in 2.0+ version

TRAITS


Built to Destroy
The Flamer that burns twice as bright burns half as long. All weapons have +3% chance to Critically Hit, but equipment condition decays 15% faster. -> condition decays 20% faster

Skilled
You're skilled, but not experienced. You gain +5 points to every skill, but you suffer -10% from experience gained from now on. 
-> you also won't earn any bonus from magazines anymore

-> magazines bonus is reduced (2 pts without Comprehension, 5 pts with) + add compatibility with smart magazines mod

PERKS


Alertness
You've learned to keep your senses alert to any danger. When crouched and not moving you gain a +2 to your Perception attribute to help you find enemies before they find you. 
-> set the bonus to +3, need 5 in Perception (instead of 6), level 10 (instead of 12)

And Stay Back
-> reduces effect chances to 5% (instead of 10) and only 2,5% if the weapon is the Riot Shotgun

Better Criticals
With the Better Criticals perk, you gain a 50% damage bonus every time a critical hit is scored on an opponent.
-> reduced to 25% bonus

Black Widow

In combat, you do +10% damage against male opponents. Outside of combat, you'll sometimes have access to unique dialogue options when dealing with the opposite sex.
-> change to 5% bonus, needs 5 in Charisma


Broad Daylight
-> merged with Night Person
-> +3% critical hit chances when pipboy light is ON and you're in HIDDEN state

Cannibal
-> is now a trait

Cherchez la Femme
In combat, you do +10% damage against female opponents. Outside of combat, you'll sometimes have access to unique dialogue options when dealing with the same sex.
-> needs 5 in charisma

Comprehension

With the Comprehension perk, you gain double the bonus from reading magazines and one additional point from skill books.
-> skill books bonus removed

Confirmed Bachelor

In combat, you do +10% damage against male opponents. Outside of combat, you'll sometimes have access to unique dialogue options when dealing with the same sex.
-> change to 5% bonus, needs 5 charisma

Demolition Expert

With each rank of this perk, all of your explosive weapons do an additional 20% damage.
-> set bonus to 10%

Educated

With the Educated perk, you gain two more skill points every time you advance in level. This perk is best taken early on, to maximize its effectiveness.
-> only 1 more skill point, can be chosen at level 2 (instead of 4)

Finesse
With the Finesse perk, you have a higher chance to score a critical hit on an opponent in combat, equivalent to 5 extra points of luck.
-> requires AGILITY 5

Friend of The Night
-> merged with Night Person
-> +2 AGILITY when the perk effect occurs

Grunt
Just good, honest infantry work! You do 25% more damage with 9mm and .45 Auto Pistols and SMGs, Service Rifles, Assault and Marksman Carbines, Light Machine Guns, Frag Grenades, Grenade Rifles and Launchers, and Combat Knives. 
-> 15% damage bonus is enough

Heave Ho
Quite an arm you've got there. All thrown weapons fly farther and faster for you.
-> add 15% damage bonus to throwable weapons, excluding grenades

Here And Now

The Here and Now perk immediately grants an additional experience level, complete with all the advantages that brings.
-> instead all of this give: +10 HP, +5 AP, +5 Carryweight

Home on the Range
Whenever you interact with a campfire, you have the option of sleeping, with all the benefits that sleep brings. 
-> in Hardcore mode, sleep, hunger and thirst needs will also go up 40% slower
-> in Hardocre mode, sleep, hunger and thirst needs will also go up 50% slower, compatible with Progressive Needs mod

Intense Training

-> only 5 ranks instead of 10

Junk Rounds
-> tweaks recipes to make them more intersting (give more ammo, need less resources) and add missing 12.7, 22LR and 45auto recipes

Jury Rigging
-> requires Repair 100 and Intelligence 7 and level 20 (instead of 14)

Lady Killer
In combat, you do +10% damage against female opponents. Outside of combat, you'll sometimes have access to unique dialogue options when dealing with the opposite sex.
-> needs 5 Charisma

Lead Belly

With the Lead Belly perk, you take 50% less radiation when consuming irradiated food and drink.
-> works also with water sources like sinks, urinals...

Light Step

With the Light Step perk, you'll never set off an enemy's mines or floor-based traps.
-> add an AP regeneration speed bonus (15% when standing or walking, 10% when running), needs Perception 5 (instead of 6)

Living anatomy

Living Anatomy allows you to see the Health and Damage Threshold of any target. It also gives you a +5% bonus to damage against Humans and non-feral Ghouls.
-> add a human and ghoul DT reduction (-35%) when hitting arms and legs

Quick Draw
Quick Draw makes all of your weapon equipping and holstering 50% faster.
-> the speed depends now on your Agility (5 in agility = 5% faster while 10 in agility = 50% faster) and adds a 5 DT reduction to all targets for some seconds just after unholstering

Rad Child
You truly are a rad child. As you go through the increasingly devastating stages of radiation sickness, you will regenerate more and more health.
-> add a 15% radiation resistance
-> radiation resistance effect only when critical radiation state occurs

Retention
With the Retention perk, the bonuses granted by skill magazines last three times as long.
-> add the one additional point from skill books bonus cut from Comprehension perk

Robotics Expert

With the Robotics Expert perk, you do an additional 25% damage to any robot. But, even better, sneaking up on a hostile robot undetected and activating it will put that robot into a permanent shutdown state.
-> damage againts robots increased to 35%


Run 'n Gun

The Run 'n Gun perk reduces accuracy penalties with one-handed Guns and Energy Weapons while walking or running.
-> add a critical chance bonus (5%) when aiming while moving

Solar Powered

With the Solar Powered perk, you gain an additional 2 points to Strength when in direct sunlight, and slowly regenerate lost Health.
-> increase regeneration rate (x2)

Swift Learner

With each rank in the Swift Learner perk, you gain an additional 10% to total Experience Points whenever Experience Points are earned.
-> instead all of this, any skill under or equal to 50 (equipement bonus excluded) is increased by 5 points for each rank of that perk. That means this bonus for a skill is cancelled when that skill go above 50
-> While you're under the Well Rested status, each rank (2 ranks instead 3) of the Swift Learner perk grants an additional 5% to total Experience Points whenever Experience Points are earned. Each rank also grants a +10 bonus points in Medicine, Repair, Science and Survival skills

Terrifying Presence
-> this perk need 9 Strength OR 70 Speech (in vanilla, you need 70 Speech)
-> is now a trait. Downside effect is: multiply karma loss for each bad action while reducing good karma gain

The Professional
Up close and personal, that's how you like it. Your Sneak Attack Criticals with pistols, revolvers, and submachine guns, whether Guns or Energy Weapons, all inflict an additional 20% damage.
-> set to 10%

Travel Light

While wearing light armor or no armor, you run 10% faster.
-> add a 5% bonus to attack speed while wearing light armor or no armor
