Encountered a Bug which broke the Lucky 38 Elevator. Made a Workaround with a Hatch that leads into the Penthouse Also adds a Map Marker

So in approaching the Final Battle of Hoover Dam, I have encountered a problem with the elevator, which wouldn't let me travel to the Penthouse/ Cocktail Bar.
I couldn't fix it, so I put a hatch in place, which teleports you from the Lucky 38 stairs outside, right into the Penthouse. It's basically a shortcut
Also added a Map Marker to the 38, because why not
