I went ahead and gave it some modifications that might interest you, if you ever decided to edit/update it.
I added recipes for BULK ammo, thought I gave it the appropriate nerfs. Without VR I convert 1 BULK cell into 2 drained, and with VR 1 bulk into 3. I have a couple of mods that up the difficulty of the game, and even with VR I was chewing through my cells. Part of it was, I believe, Sawyer nerfing the ratios that VR gave you.
I invested in bartering to buy more items and get better prices, and I had the notion of my character using every resource at her disposal. So I had the idea that she'd take all these resources to dry out cells to get optimized ones. Anyway, this mod was surprisingly fun for me, so thank you for your work! Endorsed!

4 drained small energy cells = 1 Energy Cell
2 Over Charge Energy Cells = 12 drained small energy cells (3x4)
