Adds the Super Mutant Suicider enemies from Fallout 4

Features:
- Super Mutant Suicider enemies charge the player with mini nuke in hand, ready to take both themselves and you out
- You'll know one is near when you hear a constant beeping, similar to a mine before it goes off
- Shoot them in the right arm (the arm they carry the nuke in) for a pleasant surprise
- Currently only 4 are placed in the world, as New Vegas does not have manyenemies super mutants

Notes:
- No base game records are edited, so it should be compatible with everything
- No DLCs/mods required
