Makes NCR patrol rangers spawn with civilian ranger hats instead of their goofy park ranger hats

Makes it so NCR patrol rangers will pull from the civilian ranger hat leveled list rather than spawn with their standard patrol ranger hat. Ranger Andy will still wear the patrol ranger hat since I think it makes more sense with his character to be wearing the standard issue hat. Rangers at the ranger stations and encountered out in the wild will be wearing spiffy new cowboy hats.
Is it lore friendly? Maybe? Rangers are too elite and operate too far from NCR bureaucracy to be given grief over something as little as wearing something other than standard issue. If they want to wear something a little more stylish, who could stop them?
