Adds a new level 14 Energy Weapons perk that increases Plasma weapon damage by 20% and critical hit chance by 5%. Inspired by the Laser Commander perk (+15%dmg/+10%crit) to make plasma weapons a more interesting choice for energy weapons players since Plasma Spaz is an underwhelming perk.

The perk uses the Plasma Spaz form list so anything that perk affects is affected by this perk. Any weapons that add themselves to the Plasma Spaz formlist using a script will also be affected.

Version 1.0 is still a replacer instead of a standalone perk.
