Either use 'player.additem XX000ADE 1' when XX is your load order OR combine an 'Assault Carbine, 9mm Submachine Gun, Hammer and Paint Gun' with a level 50 repair recipe at a workbench.
I created this as a lightweight solution for a mid-game character to craft a silent scope weapon with a readily avaliable cartiage, the colour scheme is a simple red and black splash for that assassin/legion asethetic.
