This mod lets you craft primers from cigarette cartons at reloading benches with Survival 50 or higher. The number of cartons required changes based on the type of primer you're crafting: 3 for pistol and small rifle primers, 4 for large rifle and shotshell primers, and 5 for .50 MG primers. You craft them in batches of 25.
You can also craft cigarette cartons from 4 packs of cigarettes at any workbench with no skill requirement.
No, my justification is not particularly borne out in lore, but it's lore-plausible anyways.
