The "free water" around town comes from the Goodsprings wells though. It's how they get their water. When you save the one lady from the 3 geckos she even gives you the bottled water she drew from the well. It's perfectly justified already.
What is (in my opinion) not justified is the fact that the lady goes to fetch water from the wells (risking her miserable life) when she could simply go to fetch it from Doc Mitchell's house, in the Prospector saloon or in Victor's shack. You may misunderstood what the mod is doing.
