That's certainly not the fault of this mod. As your character was constantly taking damage even before installing this mod, you'll need to find the source of the problem elsewhere.
If I recall, the lore behind the Cloud is that it's not poisonous, but corrosive. It eats away at living material. That being said, this is a much more gameplay-friendly version of the Cloud, and I may use it next time I do Dead Money.
Actually the cloud is supposed to be both, poisonous and corrosive. At least that is what I read from all the materials and it also explains why the ghost people still live. They have mutated from the poison. Ha, one may even create a new perk for staying in concentrated cloud pockets for a long time! Just like in the Wasteland Survival Guide quest in Fallout 3, where you get the Rad Regeneration perk for the optional goal of contracting critical radiation poisoning.
One way to think of it is that it breaks down long-chain molecules; i.e., polymers and proteins. The hazard suits from Big Mountain are made of plastic and rubber of course, and did nothing against the cloud, and it eats away at your tissues, causing organ failure.
It may not technically be a conventional poison, in that it need not be ingested, or even a nerve toxin, for example, but it is most definitely corrosive.
That was some fantastic (if possibly, at first, unintended) design on your part, then, Hautden. Player might be able to protect against the poisonous effects of the Cloud, which would be the thing that hurts you first off, but that mitigating corrosion keeps the pace.
The mod uses the poison resistance. The Heartless perk grants you an ability that sets your poison resistance to 100%. But even with 100% poison resistance, your character will still take 1 point of damage when inside a cloud. This simulates the corrosive part of the cloud.
If Nevada Skies doesn't alter the two toxic effect scripts that I listed on the description page, it will be compatible. I don't modify weather effects with this mod.
Nevada Skies affect both script because i need to remove them to have normal Weather. Dead Money use mainly scripted Weather which make it normally impossible to add own Weathers
Ack...its not stopping the damage. For some reason I am taking damage all the time (prior to installing this mod). I'm going to run out of stimpacks. I'm in the vault and this is starting to get @#(*& annoying.
On the off chance you want the Cloud to apply this effect even without Hardcore mode, just comment out the (Player.IsHardcore == 0) check in this section:

I made a mod that does this, because pain is so fun, but yours obviously would override it.
I'm reluctant to do that because that would introduce a new form of danger for non-hardcore players, one that doesn't exist in vanilla. Personally I like hardcore mode but not everyone does. I guess I could make this an optional download. I have to update one script anyway because the minimum damage needs to be set after the reduction from Dean's perk.
