      Yes, you can do this:

      1) Download the texture file manually and rename the file "laserscope_o" to something else
      2) Put it in your Data folder where you can find it
      3) Use GECK or FNVEdit to create/edit a plugin in which you change the scope texture path on your chosen weapon to the texture file path from step 2 (or if you have NVSE you can create a quest/script that does the job conflict-free using the SetScopeModelPath function)

      Only if that weapon uses the default laser scope reticle. It definitely won't conflict though.

      No idea. It only edits a single texture.

    Little request could you make it so that the scope doesn't show clipping when your fov is above default?

      What do you mean by clipping? It's got the same dimensions as the default texture so I'm not really sure what could be happening.

      If the FOV (I forget which specifically, though) is too high then the black parts of the scope overlay won't cover the whole screen, and you'll be able to see the world at the top/bottom or sides of your screen (depending on your setup).
      That's the game's fault, though, not this mod's.

      You need to lower the fScopeScissorAmount value in your .ini file or use FOV Slider (https://www.nexusmods.com/newvegas/mods/55085) to do it in game.
