I've always disliked the way skill directly increases weapon damage in New Vegas. In addition to making no sense from an in-universe perspective, I think it's a cheap and easy way to make character skill relevant to combat when there are a lot of other aspects of combat (reload speed, accuracy, recoil, perks, etc.) that skill can affect. This mod does two simple things:
1. Removes the influence of skill from weapon damage output. Player and NPC weapons will always deal 100% of their base damage before condition, perks and other effects.
2. Removes all HP level scaling. I'm not sure how noticeable this will be but I thought it was an appropriate change that went well with the damage standardization by making NPC health more consistent and overall less spongy.
That's it. Should be compatible with most mods as long as they don't alter any of the four game settings this mod changes. The optional file omits the changes to health and only standardizes damage.
