Simply rebalences the Sheriff's Duster and Hat to have DT compairable to other early game armor.

I always liked the Sheriff's Duster and Hat in Fallout 3 as a early game outfit, and was a little sad to see it having no DT in New Vegas. So I simply changed the stats on both the Outfit and the Hat to match other early game armor. I have included three different options.
Option 1
Sheriff's Duster
DT changed to 5
Sheriff's Hat
DT changed to 1
Option 2
Sheriff's Duster
DT changed to 5
Includes the ability to repair with other Dusters
Sheriff's Hat
DT changed to 1
Includes the ability to repair with different Prewar Hats
Option 3
Includes the Regulator's Duster worn by the Lonesome Drifter
Regulator Duster
DT changed to 5

Same as Option 1
Sheriff's Hat
Same as Option 1
Option 4
Includes the Regulator's Duster worn by the Lonesome Drifter
