Removing the annoying box that says that radiation has powered up your perk. I know when I'm being irradiated! I have a Geiger counter!

The Old World Blues perk "Atomic!" makes you move faster and hit harder in irradiated areas - great. Why does the game feel the need to remind you about it every time that you enter or leave radiation? The Geiger counter tells me about the radiation. This thing is worse than Clippy!
Technical: The perk has a couple of effects and one has a script just to display the boxes, so I removed that association.
