I'm not actually sure, sorry. If the Sink operates off the same variable for restocking as merchants in the base game do, then yes. If it operates off of a separate variable specific to OWB, then no. I'm not sure which is the case.
I haven't tested it with TTW, sorry. It should work as long as TTW doesn't change the game setting "imerchantrespawnday2" but I can't make any promises. However, because this mod only includes a single script that changes that game setting, it also shouldn't hurt your game if it doesn't work with TTW.

Specially for me, since I usually run a 10 INT and 10 CHA character with, usually, 3 or 2 STR and always have to keep trading with my companions, using them as mules..
