A mod I started and didn't bother to finish. NSMMC or Nuka's Start Menu Music Controller is a pack of two programs that, you guessed it, control the start menu music.

NSMMC or Nuka's Start Menu Music Controller is a pack of two programs that, you guessed it, control the start menu music. NSMMC1.exe is an unfinished program that was going to allow players to import their own mp3s for playing different tracks to mix it up a bit. NSMMC1Random.bat is the same program only shrunk so that it copies the original fallout music from your FNV directory and installs them to its own folder (as to save the life time of the original files) where it, when launched, will randomly select a classic fallout track and play it as the start track. Of course you could always just install your own mp3s into the directory and rename them after the first launch. Also if it doesn't work immediately: go to NukasProgramSave.dlb and type false in the place of true, save then run. This mod also includes a custom icon for shortcuts.
