The Scrapomatic is located at 188, under the overpass, next to Alexander. It takes all the scrap metal you're carrying and gives out 10 caps and 5 experience per scrap, which I believe is what Walter gave you at FO3.
Simply have some scrap on you, and activate the machine. The compensation is added to the vent looking box under the lever.

You can turn in batches of scrap in and then collect the total compensation later, it'll all remain there.
Optional file gives 1 Flour, Mentat, Radscorpion Gland or Yeast per scrap. Use one or the other.
