Here's how it works: Outside Fort Independence, you'll find two things by the door: A dropbox, and a terminal. Opening the dropbox allows you to dump whatever inventory items you want into it. Items that they accept will be turned into trading chits of the combined total value of everything they take, and items that they don't accept are automatically put back into your inventory.
With trading chits in hand, the terminal above allows you to purchase weapons, ammunition, aid items, and even the occasional crafting part here and there. Finally, you have something to do with all that enclave loot!
Things the outcasts accept: Energy weapons, high tech ballistic weapons (miniguns, smmgs, etc), high tech melee weapons (super sledge, ripper, chainsaw, thermic lance), wasteland commodities (purified water, rad x, radaway, stimpacks), energy ammo (Terminal only!), and the occasional crafting parts (fission batteries, scrap electronics, conductors, sensor modules, duct tape, turpentine) for keeping all that shiny gear of theres working in the post apocolypse with regular maintenence.
Though the research system was removed, it may be re-implemented if anyone REALLY misses being able to buy alien junk off the outcasts. Future plans: Hopefully, an inventory item to let you remote-deposit things into the drop-box, so you don't have to slow down during your rampages of raven rock, broken steel, or anywhere else high value energy weapons and power armor weigh you down.
