This mod increases the number of perks you get per level.

This mod sets the value iLevelsPerPerk to 1 from the vanilla value of 2, includes a script under the name of "LevelupPerkScript" which detects when you level up and grants you more perks, the number of which depends on the file you choose, includes a quest under the name of "levelUpPerks" to trigger the script every 2 seconds, and includes a hidden in gameplay perk which is given by the script to make it so you don't get skill points for your level ups used to exploit extra perks for you via this mod.
There is an optional file in the fomod called perkless, what this does is add a perk that does nothing besides trigger a hidden quest which will trigger a script to remove the perk from your character. This might be handy for occasions where you don't want any of the available perks or have run out of other perks to pick so you don't get stuck in the menu, I would personally recommend it if you use the 8 or 10 perks per level files.
TL;DR The main files give you multiple perks per level, the number depending on the file you pick; perkless is an optional file that acts as an empty throwaway perk.
