I added the vault 21 jumpsuit into the game changed it to have a DT of 12, 2 more than reinforced leather armor, and took away its cool unique effect. It can be found in a footlocker in the Vault 21 gift shop it's got a hard lock on it so come prepared to open it or buy it for a measly 1200+ caps (price based on Reinforced Leather) There is also a very interesting story for the lore loving fans of fallout. Once upon a time, Sarah thought "I wonder if I could strap some leather to a vault suit?" and so after many grueling hours of work she emerged with the extraordinarily average armored jumpsuit. Hope you enjoyed the story and armor if not fair enough.
