Anders won't die, if you remove him from the cross in Cottonwood Cove area. As for Benny...I'll have him crucified every time Caesar give me the opportunity.
I've been using a mod called decrucifiction in combination with another mod called "Free the Slaves" or something along those lines, highly recommend both of them! But I would also advise caution, due to some users having performance issues with those, particularly Decrucifiction! However I like the fact that there is another mod addressing this rather problematic issue that I personally always had with this game! It always really bothered me that'd even when you'd wipe out an entire base of legioneers you could not actually set free certain slaves! And for no apparent reason too, like the point of crucifying someone is that they die a slow death, at least that's what I'd think! Why then every single person crucified is apparently close to death and would die instantly if you moved them at all?!? Like forget even that if you can, one doesn't even actually have an official option to put them out of their misery! I even think in the initial release of the game you would actually lose karma If you shot them! This has always been so jarring to me that to this day I can't really understand how a developer could drop the ball so hard on an certain issue! I mean even Bethesda had this part figured out, you could actually release any slave you came across in the wasteland in Fo3, except the brainwashed ones but that there is another story! Even though I find myself a lot more forgiving when it comes to most of the issues that FNV has, because it actually was very rushed and had many more problems then the before mentioned game and a lot of those problems weren't actually in the hands of the developers to fix! Despite of which it turned out to be a pretty good game, some would argue better than it's predecessor! Still this one issue, I'd say they were just being dumb as hell! Oversight is one thing, this was just dumb! And it could have been fixed so easily! I wouldn't have even cared if the NPCs simply disappeared after one releases them, it would have been enough. But no! Thank God for the modding community! If it hasn't been said before, I'll say it now! You guys Rock!
My mod has 0 (zero) impact over game performance. Moreover, the bodies will disappear faster, if you leave the area (ex teleport to another location and come back). Thank you for your appreciation.

I could set their health to 1 either through script or by editing their base health but I won't. I think it's irrelevant because I never shoot them. The idea of the mod was to have them killed once you removed them from the cross. Anyway, their limbs health is set to 0, if you are merciful. You could check it via console commands "getav rightmobilitycondition", "getav leftattackcondition", etc.
