I feel that Primm is too empty, almost no one wander in town or visit the casino.
Therefore i add some NPC wandering throughout the town to make it feel more alive.
I also add some troopers to the small Primm NCR camp so they won't be easily wipe out by raiders.

5 gamblers & 1 casino guard in Vikki and Vance Casino
3 Primm resident wandering at Primm main street
3 additional NCR troopers & 2 NCR prospectors at Primm NCR camp
Campfire next to Nash's residence
A few bed rolls next to Nash's residence & NCR camp for the residents & prospectors to sleep at night
NCR troopers in primm NCR camp respawnable now
Recommendation: Don't use the mod before completed Quest My Kind of Town.
Installation: Copy Primmmorepeople.esp file to Fallout New Vegas Data folder, activate it with FOMM or game launcher.
