      Yep it is, just drop the file into your FNV Data folder, and then check and uncheck the mod from the launcher to turn it on and off.

      Of course you can, I'm not good enough to edit dialogue lol. But no he isn't. I was just trying to get some pictures in combat and I just loved the face. To me it looks like O.J. Simpson, although that as well was not intentional.
