Likely a mod conflict, check which mods conflict, it's got to be a mod that moves them back into the old cell, also this only works on a new game, not during an existing save.
A new Arizona area expansion released, it came out a month ago and its last update was 4 days ago, check it out if you want an up to date change to the area.

EDIT: nevermind pretty sure this mod is abandoned considering the creator of this mod hasnt been active on nexus since december and the last update to this mod was in april of last year

I actually encountered the same problem as you had, near Malpais Legate I found out that my xlodgen didn't fully load the LOD so I did it in a dedicated folder, while at the same time downloading the YUP Patch Not sure which one helped me fix the issues, but you should try doing that.
Would you consider making the Fort closed again with a loading screen gate? The open Fort is causing several bugs for me. When I take the raft to the Fort with Lucullus the Fort doesn't load and instead loading screens are constantly popping up, leaving me no choice but to quit the game. I travelled to the Fort by swimming and several NPCs like Caesar or Antony don't spawn, the gate between the two areas of the Fort can't be opened and requires console commands to get through and the gate guard doesn't return my weapons upon leaving. I'd suggest to either fix these issues or make the Fort a closed area like the Strip or Camp McCarran again.
Hi, it sounds like you have incompatibilities and require a patch. Have you seen our YUP patches for example? When you're invited to the fort caesar and co spawn in as well as access to the gate, the top part of the fort was intentionally locked until the invite was given.
I already have all relevant patches, YUP, Uncut Extra Collection, Uncut Wasteland and FPGE. I guess the issue is that I can't accept the invite because as soon as Lucullus transports me to the Fort the Cottonwood Cove docks keep loading indefinitely and all I can do is to quit the game and load a save before accepting the invitation.
I am also experiencing constant problems with the Fort — almost every NPC is straight up gone. I'm not sure which cell this mod moves the NPCs to, but all the vanilla cells (TheFort, FortMainGate, TheFortRear, TheFortSummit, and TheFortView) are devoid of life.
would be great if at some point you guys could get in touch with the Tales of New Reno guys and tried to find a way to make both mods compatible as of rn the mods have trouble with overlapping pieces everywhere
