For those who don't want to kill anybody. You can find the gun in an ammo box in Wolfhorn Ranch, the Zap Glove in a toolbox in the Novac garage, and the rifle in the floating Scaveger Platform. (Watch out for Lakelurks!) This mod adds a new type of ammo along with 3 new weapons and a crafting recipe. The weapons all paralyze foes on a critical strike. (Which the chance for has been insanely buffed.) Go out there and have fun! Just don't kill anybody, please.
