WHAT DOES THIS DO?

Doubles the resolution of the textures of loading screen artwork, improveing crispness and fidelity. The textures aren't just resized - they have been processed by a rescaling algorithm known as Waifu2X and then tweaked by hand. 


HOW DID YOU MAKE IT?

Waifu2X is an upscaling method that does a rather spiffing job of improving the visual fidelity of low resolution images, particularly artwork. The 'hand-painted' style of New Vegas' loading screens lends them towards significant improvement after they're run through it. So, this is what I've done. Don't believe me? Check out those tasty screenshots, then! The technical steps of the process I took is as follows:


CONVERSION PROCESS

  • Batch converted from DDS to PNG.
  • Waifu2X -> 4x. (1024x512 to 4096x2048)
  • Downscaled to 2x using bicubic filtering. (4096x2048 to 2048x1024)
  • (Minor touch-ups to any images that needed them)
  • Batch converted back to DDS format, DXT1 without mipmaps.


CAN I DO IT MYSELF?

Yes, sure! Waifu2X is freely available, and allows batch conversion through the waifu2x-caffe frontend. I also recommend the batch conversion tools in Bighead's Custom Texture Tool.


It's up to you to decide whether or not this constitutes an improvement over the game's own scaling of the original low resolution textures. I am of the opinion that the algorithm Waifu2X employs can do an amazing job depending on the nature or style of the source material. I have always hated the lazy bicubic upscale and emboss/add noise approach to "retextures" and yet here I am with upscales of my own!
