Great mod, works flawlessly. I use it alongside most of PushThe WinButton's mods : Ultimate JSawyer, Mojave Raiders, Mojave Wildlife and also Living Desert by ELPascal.
I found good balance on by setting the kills required to 10 and the damage to 2% (so the maximum is +20%). Wonderful, wonderful balance in a much more populated wasteland.

I have a big, big suggestion for the future - would it be possible to make the damage bonus and number of kills required customisable via an INI? Perhaps SetName and SetNthPerkEntryValue1 could be used to change the Perk and Base Effect records on startup, then the calculation for kills could change from "/ 5" to divided by a variable.
I personally think this mod is a bit over-powered.
Maybe you could make an optional version that requires 10 kills per rank, or decreases the damage boost to 2% per rank, or each kill could give a rank, applying a 0.5% damage boost, up to a maximum of 50%, instead of getting a rank every so many kills. Dunno if this'll make it more like Fo4, but I know I'd like it.
I think it'd be nice to have an optional setting where you can lose ranks over real time as well. Since in reality you should calm down over time outside of combat.
You should have to choose a perk before such an ability can be active. Or at least have to find a magazine with the perk attach to it. That has yet to be done. Any ways just suggesting balance ideas.
