Makes stimpaks heal over time without hardcore mode being enabled.

In New Vegas stimpaks heal for the full amount immediately and therefore can be more readily used while in battle :( (unless you are playing hardcore mode)
This simple mod changes stimpaks so that they heal over the same time as in Hardcore mode.
This change means that targeting limbs, using your environment and scavenging is more fun and intense for a higher difficulty. This mod is a port of my mod for Fallout 3, requested by a Nexus user.
