This is a great idea. I never did understand how this quest was strung together so flimsily and really made no impact or any weighted sense in the game, unless resolved peacefully. Even if Boulder City is a small quiet town of ruins for the most part, this quest always seemed so dull and lifeless overall. I'm glad to see some fresh changes for the already existing little quests and locations (at least to my eyes), I'll track this mod and give it a playthorugh the next time I can boot up New Vegas.
It was just really strange to me that you could ask the Khans why they don't shoot their way out of there, but then the five NCR troopers would go ahead a kill them without even losing a single trooper. And the aspect with people in interior cells being completely oblivious to what's gong on outside has always been an issue, but in this case it was just all the more weird since it completely unbalanced the fight. Watching the Khans try to run through the walls to get away just gave me cramps.
The worst thing is that Gamerbryo AI checks for the survival rate of the group in comparison with the enemy group, so since the NCR Troopers were such a superior force, the Khans would just give up pretty damn fast.
Now I didn't want to suddenly give the player tons of loot, so I only added one trooper, and gave another a slightly worse weapon (Varmint Rifle instead of a Service Rifle). After all, the NCR is hardly supposed to be some kind of a Stormtrooper force where everybody has the same weapon. Even if you watch stuff like Band of Brothers you can see that that just wasn't the case even when the US Army was fully mobilized.
