Bellevue Bill Regal Rises is a comprehensive, full length mod featuring new, fully voiced characters, factions, chems, armor, weapons, music scores, radio stations, locations, 'side quests' and main quests. Bellevue Bill Regal Rises aims to grab a player's attention in Fallout: New Vegas in the same way Obsidian Entertainment created downloadable content (DLC) would: By utilizing a deep, driving story-line with high-quality, bug-free code and high-fidelity audio to create a believable world experience.

        Bellevue Bill Regal Rises
puts the player back in the familiar role of The Courier, who while navigating the Mojave, through one avenue or another, will come in contact with Bellevue Bill Regal, a mysterious and foreign stranger with a jaded past and a 5 pound nickle plated pistol. With The Courier’s assistance, Bellevue Bill goes on to understand, or at least accept, the conditions of life in the Mojave. Later, while allowing The Courier a look into his obscure past, Bellevue Bill violently engages the Portillio Cartel, a savage and well funded drug cartel that has recently relocated to the Mojave with goals of capturing the desert drug trade. Through The Courier’s actions, Bellevue Bill may perish as a simple minded wastelander, or live long enough to show the Mojave just how Bellevue Bill Regal Rises…

Installation

If you’ve installed mods before, the installation of BBRR should be relatively simple for you; if you have not, and are not using a mod manager, simply follow the steps below.

Step 1: Extract the downloaded zip file to your F:NV folder. If you are a Steam user, your folder will be located in a similar place to this:

C:\Program Files\Steam\steamapps\common\Fallout New Vegas

The zip file structure will automatically place the correct files in the corresponding sub folders.


Step 2: Start F:NV and select Data Files.

Step 3: Select BellevueBillRegalRises.esp from the list. FalloutNV.esm should by default be checked.

After selecting ok, your game will be ready to play as usual.

Getting Started

After installed Bellevue Bill Regal Rises, you should notice two things occur within the first few minutes of game play.

  • You will be greeted with a prompt letting you know the mod has been successfully added and requesting you to turn on your music sfx.
  • A veteran ranger, Greg Gambles, NCR’s model of personal morals… will approach you either in open wasteland, or when entering a building offering to sell you a map. If you comply, you will begin the story arc of Bellevue Bill Regal Rises. If you deny, he can be found at the Ultra-Luxe, where you can purchase the map from him at a later time.

How long is this mod?
        It should take a player roughly 5 hours or so to complete.


Where did you get the music?
        A lot of it was created for this game. The radio station music was licensed from associates.


Are there any mod conflicts?
        Most of the testing on BBRR was done without mods, so playing with mods may cause some conflicts. For the best experience, load a game with the most "vanilla" set-up you can manage. Weapon mods, other NPC mods, housing mods and interface mods should have no effect, however Bellevue Bill Regal Rises is meant to be a very 'linear' story, which is heavily scripted, so mods affecting game play specifically might lead to problems. Thus far these types of mods have been seen recently causing such behavior as Bill not drawing his weapon, failing to pass objectives, trigger script code or not following the player correctly. Due to the way Bellevue Bill Regal Rises was implemented, the capacity for conflicts can be high, and the side effects are unknown. In some cases, there are times when the Player is supposed to be in areas alone, standard companions were accounted for, and re-routed elsewhere, however added companions were not, and might lead to glitches being in areas they aren't meant to be. BBRR doesn't use much in the way of refitted spaces in the wasteland, but it does use some. Mods that create interiors for previously unoccupied buildings might create problems, and Freeside Open is known to have an issue.    


How long did it take you to develop this?
        Principle development started in September 2013 and ended October 2015.


How many people worked on this?
        Just me for the most part. I am a student of Software engineering, so I enjoy writing code. Audio, Level design and textures were elements of my past I employed to get this mod working. Other people were brought in to help with the voices.


Can I mod your code?
       I'd rather you didn't. You're more than welcome to scan my code to see how I implemented various features, but I don't support adding or manipulating my existing mod.


Why didn't you use Fallout Script Extender (FOSE) or any other commonly used mods like Project Nevada?
        I wanted to make a mod that mimicked closely to what an original game studio might have used to create additional content. This includes using resources that were supplied with the original game. I wanted to create something completely stand alone, so even those who don't normally 'mod' their fallout can still enjoy the addition and have it work correctly.


Who is Bellevue Bill Regal Rise's target audience?
        I built this mod for people like me. I enjoy the Fallout lore and the sense of immersion. I enjoy the cohesiveness in the world. I did my best to research and implement my mod according to this. I wanted to create something different, and unique in the story, while also working hard not to 'break' the immersion. For those who appreciate a decent story line that isn't wacky, or out of place, this is your mod. Even for those who don't, go ahead, hand Bill a lightsaber, this can be the mod for you too.


Why is  Bill not a standard companion? I keep accidentally shooting him.
        The whole theme of Bellevue Bill Regal Rises is Bill, adapting to and overcoming his conditions in the Mojave. A driving, and recurring aspect within this mod is that Bill is his own man, with his own life, who makes his own choices and doesn’t need the Courier to progress his life. I chose not to implement Bill as a standard companion, because I didn’t want to portray an image that Bill is the Couriers whipping boy. In fact, when you look at the whole of this mod, the Courier is actually Bill’s companion in a way. The fact even if you accidently graze Bill with a bullet and the response is to shoot back goes in Bill’s character, that Bill is aggressive, and reactionary.


Why does Bill randomly shoot at the NCR, Legion or Powder Gangers?
        When Bill first shows up in the Mojave, he is completely clueless to his surroundings. The things the Courier has told him, who is an enemy, who is a friend, affect Bill. If you told him the Legion is full of rapists, he will attempt to shoot them. If you told him the NCR are war mongers, he will attempt to shoot them, regardless of the Couriers alliances.
