Breakdown energy weapon ammo into drained cells.

Overview:
A very simple mod that adds 4 new recipes for breaking down energy weapon ammo into drained cells.
This is just a feature that I wanted because breaking down ammo is extremely useful in Hardcore mode where ammo has a lot of weight, but the parts that make up that ammo have no weight. Now you can carry around as many drained cells as you want and recycle them back into usable ammo when you need it. No more standing around in your motel room next to your personal safe thinking: "How many Microfusion Cells am I going to need today?"


Specifics:
Draining ammo requires a Workbench as well as meeting the Science requirements. The requirements are identical to recycling ammo, so if you can recycle it, you can drain it. The ratio between drained cells and usable ammo is also identical to recycling. To the keen observers out there, yes, this means draining is less efficient with Vigilant Recycler, because it makes recycling more efficient.

Compatibility:
Pretty much anything and everything, all this mod does is adds 4 new recipes to the game. It doesn't modify anything that already exists. If you have a mod that changes the recycling values then you will have to also change the values in this mod to match them.

At first I looked up if there was a mod that already did this and I found a mod by Wobbataco: http://www.nexusmods.com/newvegas/mods/58280/?
After further investigation, I realized that while the recipes in his mod worked, the values were all wrong. I also didn't like the ability to breakdown different variants of energy weapon ammo, as you can't do that with conventional ammo either. So I modified it and made it my own. But really, all credit to him because I just modified his mod, I wouldn't have had the first clue where to begin making my own if I had to.
