After looking at the Powder Ganger camps, I was able to add their containers to the list of things with reset ownership at the end of "I Fought the Law". PG East and PG South camps are pretty much unowned anyway. This will affect the PG North, PG West camps, and the Jean Sky Diving locations. I also set all those powder charges at all the camps to unowned. There are so many, it was too much trouble to add them to the reset list. So, as soon as Eddie's dead the faction is defeated and they loose all their rights to ownership!
Came up with esps with scripts to give you ownership of these locations outright. It's for those of you who are in mid game and have already completed some (or all) of the quests.
This has been quite convenient, and deserves more attention than it has received. One hiccup I've noticed so far is that upon completing I Fought The Law in the NCR's favor, various things in the NCRCF all remain under Powder Ganger ownership:

* Any Goodsprings house except Chet's store if you complete Run Goodsprings Run * Beagle's residence if he dies in My Kind of Town * Jeannie May Crawford's house after One for My Baby, if you took her to the dinosaur (possibly Noonan, Briscoe or Andy's homes if you "framed" any of them. I'm excluding the McBrides since the other party still owns their house and Manny since his belongings are unmarked anyway) * Orion Moreno's house, Daisy Whitman's room and Cannibal Johnson's cave after For Auld Lang Syne (or possibly just Moreno's house if he died, but since they go into hiding after Hoover Dam I think the former works just as well) * Boone's motel room in Novac or Carlyle's house if either of them are offered as a meal in Beyond the Beef; possibly the whole Ultra-Luxe if the quest ends with Heck telling you to kil all the White Gloves * The abandoned store where Kieran handed out supplies to squatters if you "sided" with Pacer in G.I Blues * The house where Kyle Edwards was, after you've dealt with him (on way or another) in We Will All Go Together

Thanks for the flattery! Mod doesn't work just anywhere though. Only in places with quests and the opportunity to complete the quest by getting rid of the locals.

Maybe you could add the Powder Ganger Camp outside Goodsprings? You gain karma for killing the gang member(s) there but if you loot the ammo crates you lose karma. Like WTH?

While I am using this mod, my request really didn't match it. This mod changes ownership after an event. The powder ganger problem just should have never been.
So, Rich, you can ignore all that and go back to whatever you were doing lol
Awww! I already figured out how script the ownership changes! I'm going to upload .esp files to make these changes for people who have already completed these quests.
Could you do a version that just makes all the areas listed in the description karma-lossless, I've already driven everyone out of the places listed in the description.
