This fix makes it so that the "Heartless" and "Cardiac Arrest" perk from Old World Blues actually gives you a healing modifier increase on items like they say they do, because they currently don't give you anything.
Cardiac Arrest gives you a 1.50 modifier and Heartless gives you a 1.25 modifier.
To install, just drop the .esp in your Data folder of New Vegas and check it off in the Data Files menu when you start New Vegas.
