A simple change to Lessons Learned (that took a lot of time) that makes it a level two perk.

This mod changes Lessons Learned in two ways:
1.) It turns it into a level 2 perk, allowing you to take it at first level up if you want.
2.) It adds scripting to the perk so that it applies to all levels (up to 150, if you have mods for that), because it originally it only applied to levels 25-50. (This was probably because it was originally a level 26 perk.)
So, basically, you can take it whenever and it will give you bonuses whenever.
