A fix to the might-be bug that prevents 12-gauge bean bags from working.

So, one day i was buying ammo from Mick and Ralphs, and I notice the 12-Gauge Bean-Bag rounds. After using them I immediatly noticed something. My victims test subjects were dying. I decided I was ok with it until I started fighting Deathclaws. People said the absolute best way to kill them was with bean bag rounds. Obviously I couldn't do so, so I looked into it.

What I found is that the base fatigue damage of the bean bag rounds is 250, a moderate amount of fatigue damage. To make sure the rounds are balanced, Obsidian places a Damage Modifier on the rounds, 0.05 or 5%. Which makes sense, until you factor in the fact that the damage modifier also affected the Fatigue, bringing that shiny 250 down to 12.5. This means that:

1) They did less than half the damage of the Boxing Gloves (30)

2) That the base damage of the shotgun was higher. I remember somebody on the forums once posted the lowest damage of any shotgun. It was in the mid-20s I think. But that meant that the rounds killed faster than they K/Od. 

3) That it would take about 7 shots to kill a giant rat, the weakest enemy I can think of.

Between these I assumed this was not intended, and the original 250 was the correct fatigue damage. So I set about fixing it. I couldn't remove the damage modifier, because then the rounds would be REALLY overpowered. So I changed the fatigue damage to 5000, which is to say, 20 * 250. 

So now the rounds have their intended stats, and I have a new problem. They are OP. Like really really really OP. One shot is enough to knock out the standard enemy for half a minute. So now I need feedback. Do you think the vanilla rounds were the intended values? If not what do you think the new values should be? Any feedback is appreciated. Also - What do you guys think about a tranquilizer gun/ammo type? I'm no good at texturing or modelling so idk about the gun, but it would be pretty easy to make like a .308 Tranquilizer Round.
