Late but the "getActorValue" setting needs to be changed to "getActorPermanentValue" for the 8 int and 80 med requirements to be displayed and potentially take effect (I didn't test that until after the fact so maybe that's not true). Simple enough to fix in FNVedit tho
Hmm cool idea, but one would need to combine the right " ingredient" and the right components.
Radaway could be, 2x Rad-x(or 3x cavefungus), 1x purified water ,1x surgical tubing and one ,1x Pressure cooker (to cook every ingredient in). This could yield 1x Radaway, 1x Pressure cooker ( since the cooker isn't consummed in the process just used). Hope you understand where im going at
I actually like this idea. Coming up with recipe's is not an easy thing but this one kinda make more sense. May just update the mod with it to be honest

And yes if you set the DLC's as masters the mod is dependent on them and will not run without them installed.
