[UPDATE]
I am not sure how this happened, but it appears that the version that got uploaded here originally was corrupted.  This corruption caused the Tenpenny Machines to either not spawn (Sunset Sarsaparilla) or to not function properly (Nuka machine not upgrading special colas). This corruption also caused the Megaton Sunset Sarsaparilla machine to always be present, and to be inside suite upgrades for either the Vault theme or the Raider Theme, and the Nuka Cola Machine was also not upgrading special colas.  Finally this corruption caused the quest where you collect Nuka Cola Quantum to not accept Ice Cold Quantums (if you were able to somehow get your hands on any).  At the time of my writing this I have corrected these problems, and have extensively tested this mod on my own machine, and have verified that this mod is now working as intended and as described below.

I have also upgraded the scripts on this mod to not specify a reference to where the colas get added, which should allow copying the machines to new locations via console commands, I am not familiar with such commands, but had a report of someone trying this and failing.

If you have the previous version, this upgrade SHOULD be as easy as replacing the selected version Ice Cold.esp with the new one, but just to be safe, it is a good bet to remove any colas inside the machine before upgrading, to make sure none are lost.

[Mod Description]
This MOD adds vending machines to player homes in the Capitol Wasteland, and the Lucky 38.  For the capitol wastelad this mod adds a Sunset Sarsparilla vending machine, and for the Lucky 38, it adds a Nuka-Cola vending Machine.
The vending machines will convert any cola you are carrying into an Ice-Cold variant.  The only Ice Cold soda in the base game (Fallout 3) is of a Nuka-Cola, and is doubled in the potentcy of its effects, so the Ice Cold Nuka-Cola Quantums, Quartzes, and Victories will double their effects, and so will the Ice Cold Sunset Sarsparilla.
There is a quest in the DC wasteland (TTW only) that requires you to collect Nuka-Cola Quantum, Ice Cold Nuka-Cola Quantum works with this quest.
If you have the Nuka-Chemist perk, you can now create Ice Cold sodas at a workbench, and can use Ice Cold Nuka-Colas to crate Quantums, Quartzes, and Victories.
All Ice Cold sodas will add a bottle cap when consumed, just like the regular versions, and the Ice Cold Sunset Sarsparilla will give a 5% chance at a Star bottle cap, just like the regular one (I verified this by drinking 100 Ice Cold Sunset Sarsparillas, and got 5 star caps)

[How to get it, where is it]
To get the vending machines to appear you have to buy the "Vending Machines" from the house vendors for whatever suite you have, this mod ties the two machines together, as I could not get them to appear individually.  The included screen-shots show where they are after being purchased.

[Trouble Shooting]
If you already have purchased the vending machine for your suite, you will have to dis-able it, and then re-enable the Vending Machines to get the new one to appear.  To do this I have included a few items that will take care of this, but they require the console to be enabled.  If your console does not come up when you hit the ~ button, you need to modify the bAllowConsole string in your .ini files to be 1, if this setting is not in your ini files, then add it under the
[Interface] section as
bAllowConsole=1

[Trouble Shooting Megaton Player Home]
To get the Megaton Sunset Sarsaparilla machine to appear when the Nuka-Cola machine is already present, bring up the console with the ~ key and type
player.additem XX018184 1
The XX is the mod number your game assignes to this mod, this will disable the vending machines, and must be run BEFORE the following.
player.additem XX018185 1
This will re-enable both vending machines, and should make them both appear, see the screen shots above to see where it should be.
Both items added by the lines above will delete themselves after doing their work, so need to worry about inventory cleanup.

[Trouble Shooting Tenpenny Tower Suite]
To get the Tenpenny Tower Sunset Sarsaparilla machine to appear when the Nuka-Cola machine is already present, bring up the console with the ~ key and type
player.additem XX018186 1
To disable the vending machines, again the XX part of this line is the MOD identifier that is assigned by your machine, then type
player.additem XX018187 1
To re-enable the vending machines.
Both items will delete themselves after doing their work, so need to worry about inventory cleanup.

[Trouble Shooting Lucky 38 Presidential Suite]
To get the Lucky 38 Nuka-Cola Machine to appear when the Sunset Sarsparilla machine is already present, all you have to do is hit ~, and then type
player.additem XX018188 1
Again XX is the mod number assigned by your game.  This enables the Nuka-Cola machine, and does not require you to disable anything, this item will delete itself after its work is done.

[Download Options]
This mod is for BOTH Tale of Two Wastelands (TTW), and for Vanilla Fallout New Vegas (no DLC required), make sure to download the one that works for the version you have installed.

[Compatibility]
This mod changes the script used when activating or using the vending machines, so any mod that modifies these scripts will likely be in conflict.   Also, any mod that adds any items to the locations I chose for these machines may cause conflicts, or items inside each other.  I did not change the container ID, so any sodas you have in the vending machines will remain after installing this mod, just take them out, and then re-activate the machine to make them Ice Cold!

[Issues/Problems]
The Sunset Sarsparilla Machines all come with standard Sunset Sarsparillas in them, I could not track down what was causing this, and found them present even when I removed all items from their inventory in GECK, so they will have to be removed, and re-added to make them Ice Cold.
Geck showed a liquor cabinet in the Lucky 38 right next to where I placed the Nuka-Cola machine, I removed this as I could not find anything that caused it to appear.  If you have this in your game, and it has inventory, either empty it out before installing this mod, or dont use this mod.  If you know how it got there in your game let me know, as I bought every upgrade and it still did not appear for me.

[Installation]
Copy the IceCold.esp file into your New Vegas Data directory, usually found at
C:\Program Files (x86)\Steam\SteamApps\common\Fallout New Vegas\Data

[Mod Removal]
Simply delete the IceCold.esp file from your New Vegas Data directory, usually found at
C:\Program Files (x86)\Steam\SteamApps\common\Fallout New Vegas\Data
**Warning, removing this mod will remove any Ice Cold Nuka Cola Quantum, Quartz, Victory, and Ice Cold Sunset Sarsparilla from the machine, and will not convert them back to the regular varieties, causing you to loose them forever.  Ice Cold Nuka-Colas are a base game item so will not be removed when removing this mod.  

[Possible Future Updates]
Textures that make the Sunset Sarsparilla machines pristine.  I am not good with photoshop so this might be a pipe dream.
