Well I'm currently a passive member of nexus. I don't release a lot for the moment, but I read a lot about what's going on on nexus.
About your modification/expansion, personally I love that you did! I made this as a starter for modders to expand on. The only BUT is that I used sources from Momo77, and at the time it was easy to get an OK! from him to convert to NV, so I feel you should be clear after all these years. This mod is based on stuff I got permission to convert (from an Oblivion resource mod), I presume you as a gentlemen gesture should ask if it's OK with Momo77 to expand on it like you did, It's always tricky when modding expands from one release with accepted assets to another making great use of it to create something new. Aber to recall Momo77 wish for Oblivion he just wanted to know where it was used, so this "should" not be an issue. For my part what I created with GECK use it as you please!

In general No, you don't need as long you follow the Licensing/Legal part of the resource in question, but most modders like that you notify them that you really do use their assets. For the stuff I created for this mod it's open to use with the little disclaimers I put there. For other parts of license that you can't fulfill it's still not forbidden to ask the modder for an exception, just that you ask before using it might hearten up the most restrictive modder.
However I use assets from Momo77, I in no way can change how he put the licensing/legal part of the release of his palm resource available for Oblivion. He wants to know where it is used and I obliged and asked permission to convert it for FONV which I got. That do not mean that it is free to use for anything or anyone else, his right to the initial resources is still untouched, and so you need to ask and tell him you want to use this resource. I would find it strange if he refuses you, but it can take some time before he responds.
