Drag the d3d9 file and ONLY this one into your Fallout NV directory ---not the data folder---
Download my mod and Drag its content into you NV directory
Disable these settings in your Fallout launcher - AA, AF, Water Displacement, HDR needs to be enabled, water multisamlping, transparency multisampling.
