This fixes the jump issue when the game setting is higher than the default value.

The Jump Fall Fixer mod (http://www.nexusmods.com/newvegas/mods/37876/?) did not
work on me when i changed the fjumpheighmin value a really higher value and then i decided
fry my brain and solve the problem :). As long as i tested, this worked fine by me. I have
written the script from scratch (this is not a copy of the jump fall fixer), whereas it applies
the same solution: reescaling the player character.
