Rather than be a scavenged item, perhaps this should be craftable?
A suggested recipe:
3 clipboards (any, for paper pulp) 1 Duct tape (cardboard roll, binding fibers & glue) 1 Abraxo cleaner (for that cottony-white color)
Additional: With a high enough skill in explosives and survival, Jalapeño peppers may be added (at least 2) to the recipe, resulting in "Single-Ply Good-Bye" toilet paper. This may be reverse-pickpocketed into any NPC's inventory which will, of course, explode their pants with an additional sound effect of gastrointestinal distress.
Additional additional: If anyone wants to do any of the above, feel free, go nuts, you don't even have to mention me, the results will be reward enough.
@ mrbarista ... amusing, so here are some thoughts to amuse:
Positives: 1. Nice texture/mesh work from posted in game image - looks like you have both roll paper and individual folded sheets 2. Agree with Naky - how was this omitted from the vanilla game? Perhaps it was intolerance to "potty humor" on the part of ZeniMax head office? 3. Would be nice to incorporate this into Puce Moose's quest mod "Tales from the Burning Sands" where he adds thematic print TP in various special locations
Suggestions: 1. While toilet paper is considered a "survival must" by end-of-worlder nutcases, a "necessity" by weekend duck hunters and "disaster preparedness kit item" by FEMA, wouldn't then ALL the AVAILABLE toilet paper be ALREADY scavenged? At best, one might be able to find a cardboard roll now and then, but even that would have been used in a pinch. Hell, I'd wager that even feral ghouls would hoard toilet paper just as they do caps ... So, I would have toilet paper available only OCCASIONALLY in open areas, but OMNIPRESENT in locked, isolated areas and NEVER found in ANY SERVICE STATION restroom (that would be quite true to life) 2. Since toilet paper is so useful, give it some unique properties when you do find some ... Say it can give you a perk - "I CAN SEE!" - that adds Perception +1 if you are wearing eyewear, or "SPIT POLISH" that increases DT +5 for any type of metal armor and gives you HP +25 just by carrying around a roll of clean toilet paper
