Electro Scrapper Kit uses 1 Small Energy Cell to turn Light Armors and Clothing, Weapons, Miscellaneous Items, Basic Melee Weapons to Scrap and used for Repairs.

Most Non-Unique Light Armors can now be shredded for Scrap Garments
With Jury Rigging, they can be used to craft Medium/Heavy Armor/Helmets.
You can then use these to repair your armor. 

All Non Unique Energy Based, Blunt, Unarmed, Big Weapons Weapons
Including GRA and all Main DLCs!
are broken down into Scrap Metal / Electronics / Conductor / Sensor Modules

I got lazy so Small Arms weapons turn straight into Weapon Repair Kits

Scrap Metal / Electronics can be broken down, these Misc Items like:
Sensor Modules
Conductor
Pilot Lights
Fission Batteries
Knives
Woodchipper
Steam Gauge Assembly
Motorcycle Gas / Handle
Lawnmower Blades
Leafblower
Pressure Cooker
Hot Plate
Toasters
etc...

There's almost so much items you can scrap and I'm adding more (while I watch anime)

into Scrap Metal, Scrap Electronics, (Sensor Modules and Conductors are added for Energy Weapons)

This is how it's done
1) Create the Electro Scrapper at the Work Bench using:
Wood Chipper x1
Scissors x1
Scrap Electronics x3
Sensor Module x1
Toaster x1

2) With the Electro Scrapper and a Small Energy Cell Ammo, you can use the Work Bench to scrap an Energy Weapon.

3) Your Electro Scrapper should come back to your inventory after scrapping but your Small Energy Cell Ammo will not.
I changed the Recipe to read if you have the Electro Scrapper in your inventory, only then it would let you scrap.
To cheat the Electro Scrapper, please use the following console commands:

player.additem 7CBCC 1
player.additem 250A4 1
player.additem 13B2B1 6
player.additem 22109 2
player.additem 9A807 1
player.additem 9A808 1
player.additem 22102 2
player.additem 5516B 1
player.additem 220fc 1

and create it at the Work Bench

Some recipe's require Jury Rigging, I highly suggest you get Jury Rigging Perk, 100 Repair and 100 Science to make full use of this mod.

I also removed the Wrench from making Weapon Repair Kits (It's a standalone so I didnt touch the original Recipe, youd need Jury Rigging though).
Theres mods out there that lets you create Wonder Glue and Duct Tape, if you have my Bullets Broken Down Mod, theres recipes there to create Wonder Glue from creature Eggs (Mantis Gecko DClaw, etc) and Duct Tape from creature Hide (Wolf, Coyote, Dog, Gecko etc).
I originally meant it for creating Dynamites and Mad Bomber Grenades but hey! It worked out fine with this mod too.
