The NCR troopers at the Mojave Outpost have cleaned up and reinforced the outpost in response to the legion taking Nipton.

Moves most of the cars out of the road
adds a ramp the makes the Outpost Headquarters roof accessible, and puts a few guards up there.
Adds a radio tower.
and a few other little things here and there.

The NCR has built a wall out of the old cars.
The Guard on top of the HQ now patrols (in hopes of stopping the NPC from falling off) guard should resume patrol after a fight.
And a few other small things.
