I am not a modder, so this is a dirty hack that's not always pretty.
This will remove blood decals from npc's, the screen, and scenic decals (blood on the floor that wasn't caused by you). I cannot remove all gore; such as the heads on pikes in Nipton, the bodies outside of the fiends' Vault 3, or the occasional partially decayed male torso. Also, the common gibs (mostly in caves) are still visible, but blackened.
To also remove blood spurting, edit your Fallout.ini (usually C:Program Files (x86)Steamsteamappscommonfallout new vegasFallout.ini) and and add the line: bDisableAllGore=1 within the [General] section. or use this mod which replaces it with sparks: http://newvegas.nexusmods.com/mods/37893
Why? I have kids, and I also remember when Fallout had a violence filter. I liked that.

If you have Lonesome Road, at the risk of breaking immersion, you can also copy the contents of your charactersmale folder to the charactersnvdlc04markedmen folder. (If you even have a charactersmale folder.)
