Fixes for useless quest items without affecting all quest items

Permissions and credits
This removes most useless quest items from the player when the item is used, or marks the item non-quest if a quest is failed before the item is picked up. Also marks valuable quest items non-quest once they are used for quest (or failed).

I also happened to add the ability to finish \"I Could Make You Care\" with the vegetation data, even if you used the data with Hildern before going to Gibson\'s Shack, just because that bug never made any sense to me and always annoyed the hell out of me.

The Transportalponder for Oldworld Blues can be dropped/sold in Mojave, but cannot be dropped or sold in the Big MT (safety precaution since you can\'t get back out of the MT without it).

Laser Detonator for Lonesome Road gets marked non-quest after you launch or abort launch at the Temple\'s computer, so that you can do whatever with it after you get back to Mojave.

Use caution with the recipe \"notes\" - I marked them non-quest so that they can be stashed in a container for convenience, but they are required BY the recipes, so not a very good idea to sell them.

It includes items from the DLCs, though they are not required to use this pack.
