Changes withdrawal effects to be temporarily suppressed by Fixer, instead of permanently removed.

In vanilla New Vegas, Fixer's effect is called Temporary Addiction Removal, but it actually permanently cures addictions like a Doctor. Strangely also in vanilla, withdrawal effects are in fact temporarily suppressed by the ignore crippled limbs effect, which means Med-X acts as a temporary addiction removal, while Fixer does not.
This mod changes withdrawal effects to instead be temporarily suppressed by Fixer, instead of by Med-X.

Changes made by this mod:
- Conditions on withdrawal effects being active changed from IgnoreCrippledLimbs to FixerEffect
- Removes the AddictionRemoval effect from Fixer so it doesn't cure them permanently
- Removes the script from the FixerEffect responsible for the periodic "poison" sound/visual FX while under Fixer
- Adds Ultrajet to the temporary addiction suppression of Fixer; it still cannot be permanently cured
